However, there is another side to this picture, which must be told.
The defence by Bihar officials to these allegations is contained in the nazm of the famous Urdu poet Josh Malihabadi titled ‘Rishwat’, where Josh says :
” Agar hum rishwat naheen lenge to phir khaayenge kya ? “
i.e.
” If I don’t take bribes, what will I eat ? “
When prices of even essential commodities like dal and aata are skyrocketing, it is obvious that two ends cannot meet, and one cannot balance his budget, on one’s salary alone. So officials need an ‘oopari aay’ for them and their families to survive, as Josh says in these lines in the poem :
ये हवस ये चोर-बाज़ारी ये महँगाई ये भाव
राई की कीमत हो जब परबत तो क्यों आये न ताव
अपनी तनख़्वाहों के नालों में है पानी आध पाव
और लाखों टन की भारी अपने जीवन की है नाव
जब तलक रिश्वत न लें हम, दाल गल सकती नहीं
नाव तनख़्वाहों के नालों में तो चल सकती नहीं
