Disaster hits Cleanest city in India.
Indore is a city which is renowned worldwide due to its perfectly clean environment and city efficiency; it is now struggling with a massive epidemiological outbreak that has ruined its image of a gilded city. The neighbourhood of Bhagirathpura has turned into a ground zero of a fatal outbreak of water contamination, which has allegedly taken the lives of at least ten locals. This has created significant panic and outrage creating a long shadow on the rule of Mayor, Pushyamitra Bhargav. What started as a foul-smelling tap water grievances have turned into a full-blown epidemic, where the hospitals were flooded with patients who were admitted with acute cases of diarrhea and vomiting.

The crisis has uncovered a deadly nature of the city infrastructure and it seems that the tag-line- Cleanest City- has been the overall cover-up of deep-seated systemic problems. To a city that proudly boasts of the waste management and civic order, it is a killer blow to know that sewage water was blending with the drinking supplies. The number of dead remains a contentious issue, as the official statistics remain lower than the bleak report given by the locals on the ground. Mayor Pushyamitra Bhargav has come out publicly accepting that he received information of ten deaths and this is an alarming revelation that has only made people angrier and demand accountability.
The Heartbreaking Baby Avyan Loss.
The death of six-month-old Avyan Sahu has taken the place of the emotional heart of this tragedy among the victims and has triggered the city into mourning. When Avyan was born to his parents, they had prayed and done medical interventions over a decade before his birth but his life was denied because he took the formula milk made of the contaminated municipal water. The destruction of Sahu family has spread across the country with a shock as it is a sadistic reminder of the human price of administrative irresponsibility. The family has also declined an offer of financial compensations by the government in a heart-rending show of rebellion and sorrow declaring that money will never take the place of their sole child.
This particular episode has deprived the administration of any political defense that it could have tried to take. It shows how the innocent citizens are vulnerable since they depend on the municipal corporation to get their basic needs. The photograph of the mourning mother who waited ten years to have an offspring, and when she finally does, she loses him in a civic disaster that can be prevented, has sparked an emotional freight car. It has turned a civic problem into a moral crisis so that the leadership of the city cannot provide routine bureaucratic answers.
Fury in Politics and the Resignation Demand.
Congress party which is seen as the opposition has organized a strong campaign that seeks his instant resignation terming the incident as a state sponsored murder. Youth Congress employees have made dramatic demonstrations outside Indore Municipal Corporation (IMC) headquarters, with big bells to get the administration out of sleep. Top management such as Jitu Patwari, Rahul Gandhi has come out in criticism of the BJP dominated municipal corporation on ground of promoting cosmetic cleanliness rather than the promotion of life sustaining infrastructure.
It is not only the outside pressure and the signs of discontent are heard in the administrative circles. The opponents believe that since he is the elected leader of the civic organization, the Mayor has the ethical responsibility of this disaster. They argue that the fact that the locals in Bhagirathpura had been complaining about contaminated water was disregarded over days a fact that directly resulted in the loss of life. The agitations have increased to an unprecedented proportion, as the burning of effigies and ghanta (bell) protests are now a common phenomenon in the daily lives of Bhargav keeping the media squarely on his leadership.
Lapses and Swift Suspensions in Administration.
The inquiries into the source of the contamination have shown horrific laxity that is approaching criminal negligence. Without an adequate septic tank it was found that a public toilet had been built over a large drinking water main directly over a police outpost. This was a huge engineering malpractice that resulted in seepage of raw sewage into the drinking water supply when a leak occurred. The reality that this construction was allowed to operate in a well-planned city has been puzzling both experts and the citizens.
Attempting to quell the wave of popular outrage the state government has acted hastily, but reactively. This has been treated as a significant failure in the state with chief minister Mohan Yadav ordering the transfer of Indore Municipal Commissioner Dilip Kumar Yadav. Also two senior authorities are suspended and these include Additional Municipal Commissioner Rohit Sisoniya and the in-charge Superintending Engineer Sanjeev Shrivastava. Although such actions are indicative of the determination of the government, several citizens consider them as scapegoating actions that fail to deal with the absence of checks and balances of the elected leadership.
Defense and Dilemma of Mayor Bhargav.
Mayor Pushyamitra Bhargav is at the most vulnerable place in his political career. Though he has been on the ground, making calls to hospitals and visiting families of the victims, his defense has not been able to rebut the case of negligence. He has openly acknowledged the increased number of deaths and this has not only gained him some ground on honesty but also confirmed the magnitude of the disaster that he was in charge of. His government is now overtime working on the distribution of chlorine tablets and water through tankers but this is considered too little too late.
The problem which confronts Bhargav is ensuring that a balance is struck between the previous success of his administration and the present failure. The Indore Municipality Corporation has been the standard bearer of civic bodies in India. It is an incident that has created a hole in that sense of invincibility. His tenure is now to be justified not only on his part, but on behalf of the whole model of government which Indore symbolizes. Each word he utters is examined and the fact that he could have averted the crisis yet he had been warned about it is a scar that is being branded by his political critics.
