The Bangladesh agitation against job quotas
By Justice Katju
Protests and agitations have been going on in Bangladesh against job quotas, 56% for various categories, including 30% for descendants of freedom fighters. The Bangladesh Supreme Court has reduced it to 7% ( 5% for descendants of freedom fighters and 2% for other categories ), thus leaving 93% seats open.
This may be regarded as a victory for the Bangladeshi youth. However, there is another, more important, aspect which has been totally overlooked by everyone, and that is this :
The number of vacancies in government jobs in Bangladesh is about 5 lacs ( 500,000 )
The population of Bangladesh is about 17-17.5 crores ( 170-175 million ). Of these, the number of youth is estimated to be about 4.5 crores ( 45 million ).
The unemployed youth is estimated to be about 41% of all youth in Bangladesh
This means that about 1.85 crores ( 18.5 million ) Bangladeshi youth are unemployed and looking for jobs.
But the available jobs are only about 5 lacs ( 500,000 or half a million), as mentioned above.
So even if there are no job reservations in government jobs , i.e. 100% jobs are open, only about 2-2.5% of Bangladeshi youth can get jobs.
But even this is assuming the government decides to fill in all the vacant jobs. Past experience, however, shows that governments both in India and Bangladesh ( and probably in Pakistan too ) often keep jobs vacant to save money or for some other reason.
Hence probably only1-2% of government jobs in Bangladesh will be filled in.
So the ‘victory’ of the Bangladeshi youth is really a Pyrrhic or Cadmean victory.
Real victory will come when a political system is created in which all youth get jobs, not just 1 or 2% of them. But creating such a system will require a mighty historical people’s struggle and people’s revolution, which will be protracted, arduous, and requiring great sacrifices.

This has been summarized in what I have called ‘The Grand Indian Theorem’, as given in the link below. The same applies to Bangladesh and Pakistan too, as we ( i.e. India, Pakistan and Bangladesh are really one country which was partitioned in 1947 by a British swindle, on the basis of the bogus two nation theory, but which are bound to reunite one day under a secular government and modern minded, genuinely patriotic leaders ).
