The Supreme Court has lifted the ban on selling and using firecrackers in the capital region of Delhi-NCR in a big move, just before the festive season. The court claimed that representatives of the state have to balance the right of citizens to a celebration with the necessity to safeguard the population health. Under the decision, nowadays, the sale of green firecrackers will be a permitted condition. They claim that these firecrackers produce less smoke, and they also have fewer noise pollutants than the standard ones. The Court however also indicated clearly that burning of illegal or dangerous firecrackers would not be met with lessening penalties and diminishing action by the authorities.
The Delhi-NCR region had experienced dreadful air pollution over the years especially following the Diwali period when the city is normally engulfed in thick smog. Conversely, environmental activists have raised concern that this relaxation may once again cause an explosion on the levels of pollution. They caution that the quality of air in Delhi, which tends to deteriorate drastically in November could be aggravated should people not adhere to regulations. Medical specialists have also warned about the possibility of an increase of smoke to the sufferers of respiratory illnesses and allergies.
Nevertheless, the move has been embraced by a significant number of inhabitants who claim that the Diwali festivities were no longer fun in the total prohibition. The families are optimistic that celebrations can be done in a responsible manner without leaving behind a massive destruction to the environment with appropriate regulation and awareness.
The order issued by the Supreme Court has once again put the emphasis to the bigger picture of pollution control in Delhi-NCR. Although firecrackers are also the cause of short-term pollution spikes, specialists indicate that the air crisis in the city is also attributed to stubble burning, vehicular emission, and industrial pollution. The balanced approach of the Court can therefore make the government take these long-term solutions more seriously instead of bans only.
The decision of the Court on the eve of Diwali has drawn mixed responses. To others it is a revival of the cheer of a festival. To others, it poses a great concern on the capacity of the city to manage pollution in a responsible manner. Whether this relaxation will be successful or not will all depend on the strictness by which the guidelines are adhered to and the awareness of the citizens that there is need to be moderated in celebration.
